Control Center Modernization Program Manager

About the role

Elia Grid International is seeking a strategic Program Manager to lead the end‑to‑end planning, execution and delivery of Energy Management System (EMS) and Advanced Distribution Management System (ADMS) implementation programmes within utility control centres.

Key responsibilities

• Lead overall program planning, scheduling and governance for parallel EMS and ADMS streams.
• Coordinate with vendors, manage external interfaces (SCADA, DERMS, cybersecurity, substations) and align internal stakeholders.
• Support technical leads to ensure seamless integration of EMS, ADMS, SCADA, OMS, DERMS and planning tools.
• Oversee model management (CIM, topology), data migration, testing phases (FAT/SAT) and operational readiness.
• Ensure compliance with regulatory frameworks (NERC CIP, FERC Order 2222, IEC 61850, IEEE 1547, OpenADR) and cybersecurity policies.
• Develop and execute change‑management and communication strategies, including training and post‑implementation support.

Required profile

• Bachelor’s or Master’s in Electrical Engineering, Power Systems or related field.
• 15+ years of experience managing large‑scale utility modernization programmes.
• Strong understanding of grid operations, system modelling and real‑time applications.
• PMP or PRINCE2 certification preferred; Agile/SAFe knowledge a plus.
• Excellent communication, leadership and stakeholder‑engagement skills.
• Fluent in English.
