Government Affairs Lead – Middle East (UAE & Saudi Arabia)

About the role

Cohere is building a Government Affairs and Public Policy (GAPP) team to shape AI policy and digital transformation across the Gulf region. As the Government Affairs Lead for the Middle East, you will establish and strengthen Cohere’s presence in the United Arab Emirates, the Kingdom of Saudi Arabia, and neighboring Gulf countries, ensuring the company’s voice influences AI regulation, public‑sector innovation, procurement and economic diversification initiatives.

Key responsibilities

• Report directly to the Head of EMEA Government Affairs & Public Policy and partner with senior leadership, legal, responsible AI, communications and commercial teams.
• Develop and execute a government‑affairs and stakeholder‑engagement strategy for the UAE and Saudi Arabia.
• Serve as Cohere’s primary representative with ministries, regulators, sovereign entities and innovation agencies.
• Monitor, analyse and report on legislative and regulatory developments affecting AI and digital transformation.
• Advise internal teams on policy trends, risks and opportunities to support market entry and growth.

Required profile

• Proven experience in government affairs, public policy or related roles within the Middle East.
• Deep understanding of AI, digital innovation and public‑sector procurement processes.
• Strong network with government officials, regulators and industry bodies in the UAE and Saudi Arabia.
• Excellent communication and negotiation skills, with the ability to influence senior stakeholders.
