Healthcare Liaison Officer (HLO)

About the role

The Healthcare Liaison Officer (HLO) supports the Unified Medical Operations Command (UMOC) in Abu Dhabi by ensuring hospital preparedness for major incidents, maintaining surge plans, and acting as the primary link between the hospital, UMOC and other stakeholders.

Key responsibilities

• Monitor and update hospital resources and emergency preparedness status.
• Coordinate with Health Care Facilities (HCFs) on emergency management programs, including response, recovery and business continuity.
• Provide real‑time surge capacity information during incidents and support the formation of the Department of Health Incident Command.
• Maintain up‑to‑date contact details for all HCFs and ensure timely communication during normal and emergency situations.
• Generate periodic reports on Special Pathway Program (SPP) cases and assist the SPP Task Force in process improvement.
• Escalate emergency incidents to UMOC management following the proper chain of command.

Required profile

• Excellent communication skills with the ability to interact with multiple stakeholders.
• Strong organizational abilities and attention to detail.
• Capacity to work under pressure during major incidents and mass casualty events.
• Knowledge of hospital emergency protocols and surge planning.
