HR Manager – Lead HR Strategy for International Energy Group

About the role

The successful candidate will partner with senior leadership to build HR frameworks, implement policies, and drive recruitment for a fast‑growing international energy and commodities group. This role is based in Dubai and will support the launch of the new office while ensuring compliance with UAE labour and free‑zone regulations.

Key responsibilities

• Develop and implement HR policies, employee handbooks, code of conduct and governance frameworks.
• Lead recruitment, onboarding, and talent acquisition for the Dubai operation.
• Manage employee relations, grievances, disciplinary actions and performance‑related bonus administration.
• Oversee payroll, benefits, compensation reviews and annual salary processes.
• Ensure compliance with UAE Labour Law, free‑zone and mainland regulations, and manage visa, work permit and residency processes.
• Support learning and development initiatives and identify opportunities to strengthen organisational capability.

Required profile

• 10+ years progressive HR lifecycle experience within the UAE.
• Proven experience establishing HR functions in a growing or newly established business.
• Strong knowledge of UAE Labour Law, free‑zone and mainland employment regulations.
• Fluent Arabic speaker with excellent stakeholder management and communication skills.
