HR Manager – UAE (International Property Development)

About the role

An exciting opportunity exists for an experienced HR Manager to join a leading international property development and construction firm in the United Arab Emirates. The role provides end‑to‑end ownership of the employee lifecycle, covering HR operations, talent acquisition, compensation & benefits, and learning & development.

Key responsibilities

• Manage day‑to‑day HR operations for a 200‑head business, ensuring policies, procedures and employee records are accurate and compliant with UAE labour law.
• Lead recruitment across corporate, technical, construction and project functions, developing sourcing strategies, managing the full hiring process and building talent pipelines.
• Oversee compensation and benefits administration, support salary reviews, conduct market benchmarking and maintain payroll data.
• Identify training needs, design and deliver learning programmes, and support leadership development and succession planning.
• Provide HR advice and support to managers and employees, handling performance management, employee relations and disciplinary matters.

Required profile

• 7–12+ years of progressive HR experience, preferably in a large or international organisation.
• Demonstrated experience across HR operations, recruitment, compensation & benefits and learning & development.
• Background in construction, property development, engineering or other project‑driven environments is highly desirable.
• Strong knowledge of UAE employment legislation and ability to advise managers on HR matters.
