Lead HSE Technical Engineer – Offshore Projects

About the role

Lead the HSE technical function for offshore and utility upgrade projects, ensuring compliance with ADNOC Offshore HSE standards, UAE regulations and international codes throughout FEED, EPC, construction, commissioning and operations.

Key responsibilities

• Develop, implement and monitor the Project HSE Plan, risk registers, SIMOPS and PTW procedures for brownfield offshore execution.
• Lead HSE workshops during design (HAZID, HAZOP, PHSER, SIMOPS, constructability, TRA) and ensure safety requirements are embedded in engineering deliverables.
• Oversee demolition, construction, pre‑commissioning and commissioning HSE activities, enforcing ADNOC PTW, LOTO, lifting and hazardous area controls.
• Manage offshore crew certification (BOSIET/T‑BOSIET, H2S OSH, medical fitness) and subcontractor HSE compliance.
• Conduct incident investigations, root‑cause analysis and drive corrective actions, reporting KPIs and safety dashboards to ADNOC.

Required profile

• Bachelor’s degree in Engineering (Safety, Chemical, Mechanical or Electrical) with ADNOC Offshore approval.
• Minimum 15 years of experience on oil & gas EPC projects, including offshore brownfield platforms.
• Strong leadership, decision‑making and ability to coordinate multidisciplinary teams under pressure.

• Process safety and risk assessment (HAZID, HAZOP, SIL, PHSER).
• Functional Safety (SIL) and hazard study methodologies.
• ADNOC Offshore HSE standards, PTW and SIMOPS management.
• Drafting and reviewing HSE plans, procedures, method statements and incident reports.
