Programme Management Officer

About the role

The United Nations Environment Programme (UNEP) is seeking a senior Programme Management Officer to lead the Raptors MoU Coordinating Unit within the CMS Office in Abu Dhabi. The role supports the implementation of key memoranda of understanding on migratory birds of prey and dugongs, contributing to global conservation outcomes.

Key responsibilities

• Lead and manage the Raptors MoU Coordinating Unit, overseeing six core work streams.
• Supervise the Associate Programme Management Officer and coordinate jointly with the Dugong MoU Coordinator.
• Facilitate MoU processes, including drafting, ratification, and compliance monitoring.
• Provide secretariat support to the Technical Advisory Group and ensure effective stakeholder engagement.
• Develop and implement national and regional conservation strategies for migratory raptors.
• Oversee the Vultures Multi‑species Action Plan and the Saker Falcon Global Action Plan.
• Address cross‑cutting threats such as illegal killing, poisoning, trade, and electrocution.
• Prepare reports, briefings and communication materials for senior UNEP and CMS officials.

Required profile

• Advanced university degree in environmental science, wildlife conservation, international relations or a related field.
• Significant professional experience in programme management within international environmental agreements.
• Demonstrated knowledge of migratory species conservation and related policy frameworks.
• Proven ability to coordinate multi‑stakeholder processes and deliver results under tight deadlines.
• Fluency in English; additional UN languages are an asset.
• Willingness to be based in Abu Dhabi.
