Project Director – Utilities (Abu Dhabi)

About the role

Parsons is seeking a highly experienced Project Director to lead major utility programmes in Abu Dhabi. You will act as the primary interface with the client, drive delivery of large‑scale water and wastewater infrastructure, and enhance Parsons’ reputation as an innovative solutions provider.

Key responsibilities

• Serve as the principal point of contact for the client, leading negotiations on scope, contracts and strategic decisions.
• Provide overall leadership and governance of technical, commercial, financial and operational aspects of the programme.
• Develop and implement the Project Execution Plan, Health & Safety Plan, QA/QC Plan and risk‑management framework.
• Direct multidisciplinary teams, allocate resources and ensure effective collaboration across all functions.
• Lead project controls, including integrated scheduling, progress reporting, document management and change management.
• Monitor performance against budget, schedule, quality and safety targets and report to senior leadership.

Required profile

• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical or related).
• Minimum 20 years of progressive experience managing utility programmes, especially wastewater and water systems in the UAE/GCC.
• Proven track record delivering large, multidisciplinary infrastructure projects with full budget and schedule responsibility.
• Strong knowledge of utility regulations, industry standards and permitting requirements.
