Proposal Engineer – Immediate Start

About the role

We are looking for a Proposal Engineer to join WTS Energy in Dubai on an immediate basis. The role will support the development of competitive techno‑commercial proposals for international opportunities in the Oil & Gas, Energy and Infrastructure sectors.

Key responsibilities

• Manage the end‑to‑end proposal process from RFP receipt to submission, ensuring compliance with client requirements.
• Develop bid synopses, risk registers and executive summaries to support bid/no‑bid decisions.
• Coordinate internal gate‑review meetings and maintain proposal schedules, action trackers and deliverable matrices.
• Work with the Lead Estimator to produce man‑hour estimates, pricing sheets and cost summaries.
• Validate subcontractor and vendor quotations against technical specifications and pricing assumptions.
• Prepare the Estimate Basis Memorandum and ensure alignment between technical assumptions and commercial structures.

Required profile

• Minimum 60 months (5 years) of experience in proposal engineering, estimating or bid management within Oil & Gas, Energy or Infrastructure projects.
• Proven ability to coordinate multidisciplinary teams and manage complex proposal schedules.
• Strong analytical skills with attention to detail and risk assessment.
