Senior Manager – Infrastructure Dry Utilities

About the role

Dubai Holding Land Estates is seeking a Senior Manager to lead the planning, review and execution of technical assessments for dry utilities infrastructure across its development portfolio. The role ensures optimal capacity allocation, utility corridor reservation and compliance with authority regulations while supporting sustainable urban growth.

Key responsibilities

• Plan, review and execute technical assessments of power, telecom, district cooling, gas, street lighting and related dry utilities.
• Allocate capacity, reserve utility corridors and design network distribution for new and existing projects.
• Provide technical advisory support to master‑planning and urban‑planning teams on land‑use changes, density adjustments and value‑added service proposals.
• Assess feasibility and engineering methodologies, delivering cost‑effective and sustainable infrastructure solutions.
• Coordinate with internal business units and development teams to ensure efficient implementation during construction and operational phases.
• Ensure adherence to Dubai Holding governance frameworks, DEWA standards and confidentiality requirements.
• Manage interactions with third‑party developers and external stakeholders.

Required profile

• Minimum 12 years (144 months) of experience in infrastructure planning and utilities coordination.
• Strong knowledge of DEWA standards and international best practices for dry utilities.
• Proven ability to integrate utilities into master plans and phasing strategies.
• Excellent analytical and technical advisory skills.
