Site Manager / Construction Manager – Power Generation

About the role

SEGULA Technologies is seeking an experienced Site Manager / Construction Manager to lead the Owner’s Engineer team on a confidential power generation IPP project in Dubai. The role will be responsible for overseeing EPC construction activities, ensuring quality, safety and timely delivery, and preparing the plant for commercial operation.

Key responsibilities

• Lead a multidisciplinary Owner’s Engineer site supervision team and act as the main interface with the client, EPC contractor and subcontractors.
• Monitor construction, erection, installation, inspection, testing and commissioning activities against contract requirements, approved drawings and specifications.
• Review and approve EPC contractor site management plans, staffing plans, QA/QC procedures, HSE plans and method statements.
• Chair or attend site meetings covering progress, quality, safety, design, interfaces, commissioning and testing.
• Track schedule progress, identify delays, risks and corrective actions, and report on weekly and monthly basis.
• Coordinate punch‑list management, hand‑over readiness, commissioning support and COD preparation.
• Support review of payment milestones, change orders, claims and delay‑related matters.

Required profile

• Bachelor’s degree in Civil, Mechanical, Electrical Engineering or a related discipline.
• Minimum 15 years of experience in construction or site management, preferably on power generation, utilities, waste‑to‑energy, biogas, landfill gas or thermal power EPC projects.
• Previous Owner’s Engineer or consultant‑side supervision experience is strongly preferred.
• Proven ability to manage large multidisciplinary teams and coordinate with multiple stakeholders.
