Bidding & Commercial Manager

About the role

Terracotta is seeking a strategic Bidding & Commercial Manager for its Abu Dhabi office. The role will lead all tendering and commercial proposal activities across government, semi‑government and large private sector opportunities within the staffing and outsourcing market.

Key responsibilities

• Identify, track and evaluate tender opportunities across multiple sectors.
• Manage the full tender lifecycle from identification through submission, negotiation and award.
• Prepare technical and commercial proposals for staffing, manpower supply, recruitment, outsourcing and EOR services.
• Develop pricing models, costing sheets and commercial structures to protect margins.
• Review contracts, RFQs and MSAs, flagging commercial risks and liabilities.
• Maintain tender pipelines, compliance matrices and audit‑ready documentation.
• Coordinate with finance, recruitment, legal, operations and senior management to ensure timely, compliant submissions.
• Monitor competitor activity and market trends to strengthen commercial positioning.

Required profile

• Bachelor’s degree in Business Administration, Finance, Commercial Management, Human Resources or a related field.
• 3–5 years of direct UAE experience managing government, semi‑government or large private sector tenders in staffing, manpower supply, recruitment, outsourcing or EOR.
• Proven ability to lead cross‑functional teams and deliver winning bids.
