Chief Specialist - Transportation Planning

About the role

Lead the development, updating and delivery of transportation planning and modelling for the Emirate, overseeing strategic plans, KPI targets, project prioritisation and coordination with authorities.

Key responsibilities

• Develop and update the five‑year strategic transport plan, aligning it with urban development, economic forecasts and budget scenarios.
• Determine rights‑of‑way requirements, coordinate reservations with relevant authorities and manage project budgets during annual cycles.
• Maintain and issue the Dubai Transport Planning Model and its technical manual, providing training and technical support to internal and external users.
• Review studies, legislation and major development projects, offering technical observations and ensuring compliance with cost‑sharing agreements.

Required profile

• Bachelor’s (11+ years) or Master’s (9+ years) degree in Engineering, Transportation Engineering, Civil Engineering, Urban/Transport Planning, Transport Economics or Data Analytics.
• Proven experience in transport modelling, analytics and KPI performance monitoring.
• Strong stakeholder coordination skills and ability to produce technical reports.

Required skills

• Project Management certifications (PMP or PRINCE2).
