HSE Manager – Lead Safety & Environment for Projects

About the role

We are seeking an experienced HSE Manager to lead health, safety and environmental activities across our construction projects in the UAE. The role ensures a safe working environment, regulatory compliance and the implementation of HSE standards throughout the project lifecycle.

Key responsibilities

• Develop, implement and maintain project HSE plans, policies, procedures and management systems.
• Ensure compliance with UAE HSE legislation, regulatory requirements and organisational policies.
• Provide HSE leadership and guidance to project teams, consultants, contractors and subcontractors.
• Review and approve contractor HSE plans, risk assessments, method statements and emergency response plans.
• Conduct regular site inspections, audits and assessments to identify hazards and non‑compliance.
• Monitor construction activities to ensure appropriate HSE controls and safe systems of work are in place.
• Lead hazard identification, risk assessments and implement preventive and corrective measures.
• Investigate incidents, accidents, near‑misses and environmental events, identify root causes and drive corrective actions.
• Develop and monitor HSE KPIs, trends and performance indicators, reporting to senior management.
• Lead HSE meetings, toolbox talks, safety campaigns and awareness programmes.
• Ensure emergency preparedness, response arrangements are established, tested and maintained.
• Monitor contractor and subcontractor HSE performance and enforce corrective actions.
• Coordinate with project, construction, technical, risk and other teams to integrate HSE considerations.
• Liaise with government authorities, regulatory bodies and external stakeholders on HSE matters.
• Identify and manage environmental risks and impacts throughout project delivery.
• Promote a proactive safety culture and encourage workforce engagement.
• Maintain accurate HSE records, reports, inspection findings and incident documentation.
• Support continuous improvement of HSE systems, standards and performance.

Required profile

• Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Management or related field.
• NEBOSH, IOSH or equivalent internationally recognised HSE qualification (preferred).
• Relevant UAE HSE practitioner certification or registration (advantageous).
• Strong HSE management experience within construction, real‑estate development, infrastructure or large‑scale projects.
• Proven track record managing HSE performance across multiple contractors.
• In‑depth knowledge of UAE HSE regulations and international standards.
