Project Compliance and Oversight Officer

About the role

Parsons is looking for an experienced Project Compliance & Oversight Officer to support a major aviation concession development program in Dubai. You will act as the Airport Authority’s on‑site representative, ensuring that the project adheres to governance, regulatory and contractual requirements while facilitating smooth delivery.

Key responsibilities

• Monitor project progress against milestones, commitments and approval requirements.
• Coordinate with concessionaires, consultants, contractors and airport stakeholders to keep the programme on track.
• Track actions, decisions, deliverables, technical submissions and documentation.
• Ensure compliance with governance frameworks, concession agreements, contractual terms and airport development standards.
• Maintain records of approvals, permits, NOCs and statutory requirements.
• Support project controls, reporting structures and compliance processes.
• Identify and escalate governance or compliance issues.
• Serve as the primary communication hub between airport stakeholders and delivery teams.
• Prepare executive dashboards, briefing notes, reports and presentations for senior leadership.
• Assist with audit reviews and compliance assessments as needed.

Required profile

• Minimum 15 years of professional experience in project governance, compliance or related fields, preferably in aviation or large‑scale infrastructure projects.
• Proven ability to work with multiple stakeholders, including government authorities, regulators and contractors.
• Strong analytical and reporting skills with a focus on risk and issue management.
