Strategy, Policy & Research Expert

About the role

A client of Nathan HR is looking for a Strategy, Policy & Research Expert to set up and lead an infrastructure-focused think tank function in Abu Dhabi. The role drives policy research, market intelligence and strategic insight to support senior leadership in decision-making, thought leadership and long-term positioning. The contract is a 1-year term, extendable.

Key responsibilities

• Develop and shape the research agenda and operating framework of the think tank.
• Research infrastructure trends, policy developments, market dynamics and competitiveness.
• Write policy papers, white papers, benchmarking studies, strategic briefs and recommendation reports.
• Monitor infrastructure, logistics, trade, investment, regulation and economic competitiveness.
• Build research frameworks and intelligence repositories for evidence-based decisions.
• Turn complex research into actionable insights for senior stakeholders.
• Engage regulators, industry experts, consultants, investors and research institutions.
• Support leadership with thought leadership content, speeches and briefing materials.

Required profile

• Bachelor's degree in Public Policy, Economics, Business, International Relations, Engineering, Urban Planning or a related field.
• 8+ years of experience in strategy, policy, research, consulting, infrastructure or a related domain.
• Proven track record of producing research-driven reports and strategic recommendations for senior stakeholders.
