Associate Director HR Business Partner (UAEN)

About the role

The Associate Director HR Business Partner (UAEN) will provide strategic HR support to a leading government entity in Dubai, aligning people initiatives with business objectives and driving long‑term organisational success.

Key responsibilities

• Partner with executive leadership to design and implement people strategies that enable growth and transformation.
• Lead workforce planning, organisational design and operating‑model effectiveness across multiple functions.
• Drive succession planning, leadership development and talent review to build future leadership pipelines.
• Champion employee engagement, culture transformation and change‑management programmes.
• Utilise workforce analytics and HR insights to inform strategic decision‑making and continuous improvement.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Psychology or related field (Master’s/MBA preferred).
• 8‑10 years of progressive HR experience, including 3‑5 years in an HR Business Partner or leadership role.
• Proven track record partnering with senior leaders and delivering strategic HR initiatives in complex organisations.
• Strong expertise in organisational development, employee relations, workforce planning, performance management and change management.
• Excellent stakeholder management, communication and leadership abilities.
