Team Lead HSE Construction

About the role

Penspen is seeking an experienced Team Lead HSE for construction activities on offshore projects. Based in Abu Dhabi, you will oversee health, safety and environmental performance across artificial islands, platforms and subsea systems, ensuring compliance with client and regulatory expectations.

Key responsibilities

• Lead HSE planning and execution for offshore construction sites.
• Develop and implement HSE policies, risk assessments and emergency response plans.
• Conduct audits, inspections and incident investigations, tracking corrective actions to closure.
• Coordinate with client representatives, regulatory bodies and EPC contractors to align HSE objectives.
• Mentor and supervise HSE officers and engineers, fostering a proactive safety culture.
• Ensure compliance with ADNOC, ISO 45001, ISO 14001, OSHA and other international standards.

Required profile

• Bachelor’s degree in Engineering.
• 18‑20+ years of HSE experience in oil & gas, with at least 8 years in offshore leadership roles.
• Proven track record managing HSE for mega EPC projects, shutdowns and brownfield upgrades.
• Previous experience on ADNOC offshore projects is an advantage.

Required skills

• BOSIET certification.
• HUET certification.
• NEBOSH IGC or equivalent.
• Knowledge of ISO 45001 standards.
• Knowledge of ISO 14001 standards.
• Familiarity with OSHA regulations.
