Civil Estimator – EPC Tenders

About the role

The Civil Estimator prepares accurate, competitive cost estimates for civil, structural and building scopes of EPC/EPCC tenders for oil & gas, refinery, petrochemical and gas‑processing projects across the Middle East and North Africa.

Key responsibilities

• Prepare detailed cost estimates for the entire civil and structural works of EPC/EPCC tenders.
• Perform and verify quantity take‑offs from plot plans, civil/structural GA drawings, foundation layouts, steel structure and architectural drawings; develop quantities from benchmarks when FEED is limited.
• Identify scope gaps, ambiguities and risks, and raise technical queries and clarifications for the client.
• Build unit rates from first principles (labour, plant, materials, subcontract) using productivity norms adjusted for Middle East conditions.
• Prepare manpower histograms, construction equipment requirements and durations, and provide inputs to planning, site indirects and temporary works.

Required profile

• Bachelor’s degree in Civil Engineering (mandatory).
• 5–7 years of estimating experience in EPC Oil & Gas / Refinery / Petrochemical projects, preferably with at least 3 years in the GCC.
• Hands‑on pricing of the civil scope of NOC tenders (e.g., ADNOC, Saudi Aramco, Qatar Energy, PDO, KOC).
• High attention to detail and numerical accuracy.
• Ability to work to tight deadlines and manage several bids simultaneously.
