Cost Manager (Pre‑contract)

About the role

Turner & Townsend is seeking a detail‑oriented Cost Manager (Pre‑contract) to join its Dubai team. You will manage project costs during the pre‑contract phase, ensuring projects are delivered within scope, on time and on budget.

Key responsibilities

• Manage pre‑contract cost planning, estimating, budget development and tender documentation using NRM, POMI and CESMM methods.
• Conduct risk assessments, develop contingency budgets and identify cost‑saving and value‑engineering opportunities.
• Prepare regular cost reports, highlight deviations and recommend corrective actions.
• Provide expert advice on cost‑effective solutions using CostX measurement software.
• Collaborate with clients, design teams and stakeholders to align on cost strategies and ensure compliance with regulatory and industry standards.

Required profile

• Bachelor's degree in Quantity Surveying or related field; professional membership (e.g., MRICS) advantageous.
• Minimum 4 years progressive experience in cost management, focused on pre‑contract activities, with UAE market experience.
• Strong analytical, problem‑solving and organisational skills; ability to work independently and within multidisciplinary teams.

Required skills

• Proficiency with CostX measurement software.
• Experience using NRM, POMI and CESMM methods of measurement.
• Advanced Microsoft Office skills and familiarity with project management tools.
