Director of Digitalization

About the role

The Director of Digitalization will lead the addressing and GIS function within the Licensing unit, shaping strategy, policy and execution to ensure accurate location data and seamless integration with national postal and licensing systems.

Key responsibilities

• Develop and implement GIS and national addressing strategies aligned with licensing and postal infrastructure.
• Establish policies, standards and procedures for address data management, GIS integration and location‑intelligence platforms.
• Define KPIs, service standards and operational metrics for GIS and addressing initiatives.
• Oversee the UAE Post Code project, ensuring compliance with municipal and GIS centre standards.
• Design, implement and continuously improve address formats, coding systems and classification standards.
• Manage processes for address data collection, verification, validation and audit.
• Assign and maintain unique addresses for new properties and locations across the postal network.
• Handle address‑related inquiries from internal and external stakeholders.
• Lead project governance, monitoring timelines, budgets and quality.
• Identify and evaluate new technologies to enhance addressing accuracy and digital service integration.
• Collaborate with government entities, municipalities, utility providers, emergency services, GIS centres and postal authorities.
• Maintain vendor relationships for GIS technology and solutions.
• Prepare periodic performance and data‑accuracy reports.

Required profile

• Proven senior leadership experience in GIS, addressing or spatial data management.
• Strong understanding of national geographic information standards and postal addressing frameworks.
• Demonstrated ability to develop policies, standards and KPIs.
• Excellent stakeholder management and collaboration skills with public and private partners.
• Experience overseeing large‑scale projects with budget and timeline responsibility.
