Finance Director – Semi‑Government Company (Dubai)

About the role

We are seeking a Finance Director to join a leading semi‑government organisation in Dubai. Reporting to senior leadership, you will be responsible for shaping the financial strategy and ensuring robust governance across the enterprise.

Key responsibilities

• Establish and maintain strong financial governance, internal controls and risk‑management frameworks.
• Oversee compliance with accounting standards, regulatory requirements and audit processes.
• Develop and enforce financial policies, procedures and asset‑protection measures.
• Lead all finance functions including accounting, treasury, payroll, budgeting and fixed‑asset management.
• Manage cash flow, liquidity and working‑capital to support operational and strategic initiatives.
• Direct financial planning, budgeting, forecasting and scenario analysis.
• Drive financial innovation, operational efficiency and continuous‑improvement programmes.
• Evaluate new ventures and capital projects through rigorous business‑case analysis.
• Build financial models, KPIs and performance metrics aligned with organisational objectives.
• Present financial insights and recommendations to senior management and the Board.
• Supervise a small finance team.

Required profile

• Professional qualification such as ACCA, CIMA or ACA (or equivalent).
• Proven experience in a senior finance leadership role.
• Preferably based in the UAE.
• Excellent communication skills.
• Demonstrated ability to drive change and innovation.
