Head of Government & External Affairs - UAE & Oman

About the role

In this position you will act as the senior representative of 44.01 in the United Arab Emirates and Oman, building credibility with ministries, regulators, project partners and community stakeholders. The role focuses on external representation, regulatory navigation and permitting support, with frequent travel between Dubai and Muscat. Arabic fluency is required.

Key responsibilities

• Serve as the senior local representative for 44.01, establishing strong relationships with ministries, regulators, government entities, project partners, customers and community stakeholders.
• Represent 44.01 in high‑stakes meetings, site visits and external events across both markets.
• Travel regularly between the UAE and Oman to maintain a physical presence and stay informed of regulatory and political developments.
• Support the leadership team during visits by providing briefings, context and coordinated stakeholder engagement.
• Coordinate follow‑up actions from external meetings and ensure consistent messaging.
• Partner with Project Delivery to facilitate permitting, flag risks early and remove external blockers without owning technical decisions.
• Communicate stakeholder signals, risks and opportunities promptly to the Executive Team and business partners.
• Maintain an up‑to‑date stakeholder map and engagement cadence for both countries.
• Collaborate with the Commercial team to support business development and project discussions in the region.

Required profile

• Proven ability to navigate government ministries, agencies and state‑owned entities.
• Credible with local institutions and capable of building trust quickly.
• Experienced in relationship‑driven environments and external stakeholder management.
• Fluent in Arabic (both spoken and written).
• Willingness to be based in Dubai (or Muscat) and travel frequently between the two markets.
