HR Manager / HR Generalist

About the role

A client of Talent Bridge HR Consultancy, based in Dubai, is looking for a seasoned HR Manager to lead the transformation of its HR function and implement a new organisational structure. The role is strategic and hands-on, suited to someone who understands UAE labour law, employee relations and policy development, and is comfortable leading change and enforcing compliance. It is a full-time, on-site position reporting to the CEO or Managing Director.

Key responsibilities

• Lead the design, revision and implementation of HR policies, procedures and manuals in line with UAE labour law.
• Oversee the end-to-end HR function, including employee relations, performance management, payroll oversight and compliance.
• Drive the rollout of a new company structure, including redefined roles, reporting lines and KPIs.
• Advise senior management on employment matters, conflict resolution and disciplinary actions.
• Ensure compliance with UAE labour regulations, visa processes, contract renewals and legal requirements.
• Implement HR systems, reporting frameworks and internal controls.
• Coach department heads on people strategy and workforce planning.
• Take part in organisational development, redefining the organisation structure and drawing up the organisation chart.

Required profile

• Minimum 15 years of progressive HR experience, with at least 5 years in a leadership role in the UAE.
• Bachelor's degree in Human Resources, Business Administration or a related field (Masters preferred).
• Proven expertise in UAE labour law, HR compliance, employee relations and organisational design.
• Experience rolling out policies and procedures from scratch.
• Demonstrated ability to implement structural change and manage resistance during transformation.
