HR Manager - Manpower Optimisation

About the role

Emirates Flight Catering Co (L.L.C) is looking for an HR Manager focused on manpower optimisation in Dubai. The role drives the manpower planning framework, including data, reporting and review standards, so that staffing aligns with organisational goals and operational needs.

Key responsibilities

• Lead workforce data analysis and forecasting, giving accurate, timely information on current staffing levels, utilisation rates and short-term needs.
• Partner with department heads to implement and update staffing models that reflect current and planned operations.
• Set the approach for workforce allocation and rostering, maximising productivity and cost-efficiency while complying with labour laws and company policies.
• Oversee the manpower planning reporting framework and review workforce dashboards and management reports.
• Partner with finance teams to implement manpower budgets, endorse validated requirements and monitor variances.
• Share workforce data and insights on retirement, vacancies and critical positions with HR teams to support succession and workforce continuity.
• Monitor industry trends and implement approved best practices in manpower planning.
• Deliver training on manpower planning tools and processes for HR and business stakeholders.
• Support manpower-related change initiatives by collecting and analysing data, preparing implementation plans and helping roll out new processes or systems.

Required profile

• Bachelor's degree in mathematics, business administration, industrial engineering or a similar discipline.
• At least 7 years of experience in human resources or manpower planning, or similar.
• Preferred: at least 3 years in resource management, staff budgeting or manpower planning; implementation of resource management systems in a large organisation is preferred but not essential.
