HSE Manager – Building Projects

About the role

The Project HSE Manager will lead health, safety and environmental activities across building projects, ensuring a safe workplace and full compliance with UAE regulations and client requirements. This senior role drives a strong safety culture while supporting project planning and execution.

Key responsibilities

• Implement and continuously improve the Project HSE Management System.
• Develop, monitor and enforce project‑specific HSE plans, procedures and safe work systems.
• Conduct hazard identification, risk assessments and ensure effective control measures.
• Provide HSE leadership, guidance and technical support to project managers, supervisors and subcontractors.
• Plan and execute HSE inspections, audits and compliance assessments, closing corrective actions promptly.
• Lead investigations of incidents, near‑misses and environmental events, delivering root‑cause analysis and preventive actions.
• Review and approve HSE documentation such as risk assessments, method statements, permits‑to‑work and emergency response plans.
• Oversee emergency preparedness, response planning and regular drills.
• Manage HSE induction, training, competency assessments and awareness programmes for all personnel.
• Monitor subcontractor HSE performance and ensure contractual compliance.
• Prepare and present HSE performance reports, KPIs and management review presentations.

Required profile

• Minimum 12 years (144 months) of experience in HSE management on construction projects.
• Proven ability to lead HSE initiatives and mentor teams.
• In‑depth knowledge of UAE HSE legislation and client requirements.
• Strong track record of conducting audits, investigations and continuous improvement.
