HSE Manager – Leisure & Entertainment Construction

About the role

We are seeking a qualified and experienced HSE Manager to join our team in the UAE. The ideal candidate must possess a strong background in health, safety, and environmental management practices in large‑scale themed entertainment and leisure development projects such as theme parks, water parks, public venues, attractions, and recreational facilities.

Key responsibilities

• Lead the implementation and continuous improvement of the project’s HSE Management System.
• Provide strategic HSE guidance to the PMC team, contractors and other stakeholders.
• Promote a proactive safety culture through visible leadership, coaching and performance monitoring.
• Monitor contractor compliance with approved HSE plans, procedures, contractual requirements and legal obligations.
• Review and approve contractor HSE documentation, including risk assessments, method statements and emergency response plans.
• Identify project risks, develop assurance programmes and conduct site, joint and fire safety inspections.
• Participate in incident investigations, root‑cause analysis and ensure corrective actions are implemented.
• Prepare and submit monthly HSE reports with KPIs, trend analysis and performance statistics.
• Maintain accurate HSE records in project management systems such as Aconex or Asite.

Required profile

• Bachelor’s degree in Engineering, Occupational Health & Safety or related discipline.
• NEBOSH Diploma, NVQ Level 6 or equivalent HSE qualification.
• Professional membership with IOSH, IIRSM, ASSP or similar preferred.
• Minimum 15 years of HSE experience on major construction projects, including at least 5 years in a management role.
• Demonstrated experience on themed entertainment, theme park, water park, hospitality or public‑venue projects.
• Strong knowledge of UAE HSE legislation, ISO 45001 and ISO 14001 standards.
• Experience working within PMC, consultant or client‑side environments is highly desirable.
