HSE Manager - Oil & Gas

About the role

This position provides technical leadership and oversight to ensure compliance with Abu Dhabi regulatory requirements, international standards and AD Ports Group Integrated HSE Management System requirements, including ISO 45001 and ISO 14001. It also supports operational excellence through risk management, emergency preparedness, business continuity planning and the promotion of a strong safety culture.

Key responsibilities

• Lead the development, implementation and continual improvement of HSE procedures, safe work instructions, standards and guidelines across Oil & Gas operations.
• Ensure compliance with Abu Dhabi HSE regulations, Civil Defense requirements, environmental legislation and international best practices.
• Lead Process Safety Management (PSM) initiatives, including HAZOP, PHA and Management of Change (MOC).
• Oversee permit-to-work systems and controls for hot work, confined space entry, lifting operations and SIMOPS.
• Lead incident investigations, root cause analyses and corrective and preventive actions.
• Maintain emergency response plans, emergency drills and Business Impact Analysis and Business Continuity Plans.
• Monitor HSE performance and report on dashboards and recommendations to senior management.
• Manage HSE engineers and staff, run awareness campaigns and training, and support contractor management.
• Drive the Port Cluster Oil & Gas HSE strategy, identify emerging risks and engage regulators, tenants and contractors.

Required profile

• Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering or a related discipline.
• NEBOSH IGC, NEBOSH Diploma in Oil & Gas or equivalent; Lead Auditor certification in ISO 45001 and/or ISO 14001 preferred.
• Advanced training in PSM and incident investigation; COSHH, HSE risk management, advanced first aid and COMAH certifications advantageous.
• Minimum 7-10 years of progressive HSE experience in Oil & Gas, refinery, marine, industrial or similar high-risk environments.
• Excellent command of Arabic and English, written and spoken.
