Manager HR Governance and Oversight

About the role

The Manager HR Governance and Oversight will lead the development and maintenance of a robust HR governance framework, ensuring compliance with regulatory, risk and corporate governance requirements for the Commercial Bank of Dubai.

Key responsibilities

• Maintain and continuously enhance the HR Governance Framework, aligning it with regulatory, risk and corporate governance standards.
• Monitor effectiveness of HR controls across all functions and coordinate governance reviews to identify gaps and improvement opportunities.
• Act as HR Operational Risk Coordinator, lead HR Risk and Control Self‑Assessments, and manage HR risk registers and mitigation plans.
• Oversee regulatory reporting obligations to the Central Bank of the UAE and ensure timely, accurate submission of people‑related returns.
• Manage HR policy governance, including development, review cycles, stakeholder consultation and compliance monitoring.
• Monitor Emiratisation compliance, track performance against nationalisation targets and support related governance initiatives.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Risk Management, Finance, Law or a related discipline.
• Minimum 5 years of experience in HR, operational risk, governance, compliance or regulatory reporting, preferably within banking or financial services.
• Strong knowledge of CBUAE regulations, UAE Labour Law, corporate governance standards and remuneration governance practices.

Required skills

• Experience preparing board, committee and regulatory papers.
• Ability to use data analytics and technology solutions to strengthen governance monitoring and reporting.
