Program Director – Water & Wastewater

About the role

Parsons is seeking a senior Program Director to lead large‑scale water and wastewater utility programs in Abu Dhabi. You will act as the primary client representative, driving strategic decisions and ensuring the delivery of high‑quality, safe, and compliant infrastructure.

Key responsibilities

• Lead all technical, commercial, financial, and operational aspects of the program, including scope, budget, schedule, and risk management.
• Develop and implement Project Execution, Health & Safety, QA/QC, and risk management plans in line with client and industry standards.
• Coordinate multidisciplinary teams, manage contracts, change orders, and stakeholder communications.
• Oversee project controls such as integrated scheduling, progress reporting, document management, and change management.
• Recruit, develop, and retain key project personnel, fostering a high‑performing organization.

Required profile

• Bachelor’s degree in Engineering (Civil, Mechanical, Electrical or related).
• Minimum 20 years of progressive experience managing utility programs, especially wastewater and water systems in the UAE/GCC.
• Proven track record delivering large, multidisciplinary infrastructure projects on time and within budget.

Required skills

• Utility infrastructure knowledge (collection, treatment, transmission, distribution, asset management).
• PMO/PMC methodologies and integrated digital project management platforms.
• Engineering design, procurement, construction management, and contract administration.
• Strong commercial acumen, risk mitigation, and change management.
