Revenue & Expense Section Head (Emirati)

About the role

A prestigious Dubai Government entity is hiring an experienced and strategic Revenue & Expense Section Head (Grade 14) to lead financial planning, revenue management, budgeting and expenditure control. The role supports organizational excellence and sustainable financial performance, and Emirati nationals are preferred.

Key responsibilities

• Lead the Revenue & Expense Section and oversee budgeting, forecasting, financial planning and performance monitoring.
• Develop and implement strategies to optimise revenue streams and improve expenditure efficiency.
• Monitor financial performance against approved budgets and KPIs, giving actionable insights to senior management.
• Ensure compliance with government financial regulations, policies and governance frameworks.
• Prepare executive-level financial reports, variance analyses and performance dashboards.
• Drive financial planning cycles, annual budgeting and long-term forecasting.
• Work with internal stakeholders to find cost-saving opportunities and better use resources.
• Lead, mentor and develop a high-performing finance team.

Required profile

• Bachelor's degree in finance, accounting, economics, business administration or a related field.
• 8-12 years of progressive experience in finance, budgeting, revenue management, FP&A or financial performance management.
• At least 5 years of leadership experience managing teams and financial operations.
• Strong knowledge of government budgeting frameworks, financial policies and performance management principles.
• Advanced analytical, reporting and stakeholder management skills.
• Certifications such as CPA, CMA, ACCA or CFA are highly desirable.
