Strategic Partnerships Manager – Government

About the role

The Government of Dubai is seeking a senior professional to lead the development, governance and management of strategic partnerships across the organization. Reporting to senior leadership, the Chief Specialist – Strategic Partnerships will strengthen partnership frameworks, oversee MOU compliance and drive collaborative initiatives with public and private stakeholders.

Key responsibilities

• Develop and implement strategic partnership plans aligned with organisational objectives.
• Identify, prioritize and manage partnership projects involving internal and external stakeholders.
• Design, maintain and improve partnership frameworks, policies and procedures.
• Review, develop and evaluate MOUs and partnership agreements to ensure alignment with approved KPIs.
• Monitor MOU implementation, coordinate with relevant departments and ensure deadlines are met.
• Conduct partnership reviews, audits and compliance checks.
• Analyse partnership performance, conduct trend and root‑cause analysis, and recommend improvements.
• Prepare status reports, completion reports and KPI dashboards in line with Dubai Government Excellence requirements.
• Support ISO 44001 Collaborative Business Relationship Management implementation.
• Plan and coordinate annual partnership events within allocated budgets.
• Deliver awareness sessions on partnership management procedures and agreements.

Required profile

• Minimum 11 years of experience in partnership or relationship management, preferably within a government or public‑sector environment.
• Proven track record of managing MOUs, governance frameworks and large‑scale collaborative projects.
• Strong analytical abilities with experience in performance reporting, trend analysis and root‑cause investigation.
• Familiarity with ISO 44001 standards and Dubai Government Excellence (DGE) requirements.
• Excellent communication and stakeholder‑engagement skills.
