Assistant Manager – Public Sector GRC (Internal Audit & Risk Advisory)

About the role

This role leads governance, risk and compliance (GRC) and internal audit engagements for public sector and government-related clients. It covers project delivery, risk advisory, team supervision and business development support, with a strong focus on UAE / GCC regulations.

Key responsibilities

• Lead and deliver GRC and internal audit engagements, managing planning, fieldwork, quality reviews and reporting, and acting as key client contact
• Prepare and review project deliverables, reports, presentations and executive summaries
• Design and assess governance frameworks, policies and operating models, and support ERM (risk assessments, registers, risk appetite)
• Conduct internal control reviews and help clients with compliance assessments against local regulations, government mandates and standards such as ADAA, IIA and COSO
• Support public sector transformation, interpret UAE / GCC regulations, and help build ethics, compliance, delegation of authority and performance monitoring frameworks
• Supervise and coach associates and senior associates, review their work, and support resource planning
• Support proposals (methodologies, work plans, pricing), thought leadership and senior leadership's identification of public sector opportunities

Required profile

• Bachelor's degree in Accounting, Finance, Business Administration, Risk Management or a related field; Master's degree (MBA or equivalent) is an advantage
• 6-8 years of experience in GRC, risk advisory, internal audit or consulting; public sector experience strongly preferred
• Professional certifications such as CIA, CISA, CRISC, CGEIT, CPA or ACCA preferred; ISO certifications (e.g. ISO 31000, ISO 22301, ISO 27001) are an advantage
• Fluent English; Arabic strongly preferred

Required skills

• Knowledge of governance, risk and compliance frameworks and public sector operating models
• Stakeholder management, analytical, report-writing and presentation skills
• Ability to manage multiple projects and deadlines, and to mentor junior team members
• Proficiency in Microsoft Office (Excel, PowerPoint, Word)
