Business Analysis Manager

About the role

The Business Analysis Manager is a senior leadership position responsible for shaping and professionalising the Business Analysis capability across EGA and RAK government. The role combines strategic direction‑setting with hands‑on delivery on the most complex, high‑impact initiatives.

Key responsibilities

• Own, transform and professionalise the Business Analysis function across the organisation and government entities.
• Define, embed and govern standards, methodologies, tools, documentation and ways of working for both Waterfall and Agile delivery models.
• Act as the lead senior Business Analyst on strategically critical projects, translating ambiguous, cross‑government needs into clear, traceable requirements.
• Build deep understanding of government strategy, policy and regulatory context to advise senior stakeholders.
• Establish the function’s operating model, tooling and governance while leading a growing team of Business Analysts.

Required profile

• Bachelor’s degree in Business Administration, Information Systems, Computer Science, Engineering or related field (required).
• Master’s degree or postgraduate qualification (preferred).
• CBAP or BCS International Diploma in Business Analysis (strongly preferred).
• Additional Agile (PMI‑ACP, SAFe) or project‑management certifications (PMP, PRINCE2) are an advantage.
• 8‑12 years of Business Analysis experience in complex, multi‑stakeholder, enterprise‑scale or government environments.
• Proven track record of senior‑level, hands‑on analysis on complex initiatives and of building Business Analysis capability.
