Business Development Manager – Construction Recruitment (GCC)

About the role

VHR group is seeking an experienced Business Development Manager to expand its white‑collar construction recruitment business across the GCC. You will leverage an existing network of decision‑makers to generate new business and nurture long‑term client relationships.

Key responsibilities

• Lead business development activities within the GCC construction recruitment space.
• Utilise relationships with main contractors, developers, project management consultancies and engineering firms to secure new contracts.
• Collaborate with internal recruitment and delivery teams to fulfil client requirements.
• Build and manage a pipeline of key accounts, driving growth and long‑term partnerships.
• Stay up‑to‑date with regional construction projects, market activity and client hiring needs.
• Represent VHR at industry events and client meetings across the region.
• Provide leadership with insights on market trends.

Required profile

• Proven experience in construction recruitment business development, focusing on white‑collar roles.
• Established network of decision‑makers in the UAE, Saudi Arabia, Qatar, Oman or wider GCC.
• Strong understanding of the regional construction market and upcoming projects.
• Demonstrated ability to generate new business and manage key accounts.
• Excellent communication, negotiation and client‑facing skills.
• Highly organised, commercially astute and able to work autonomously or as part of a team.
• Previous recruitment agency experience is essential.
