Chief Specialist – Transportation Foresight & Planning

About the role

The Chief Specialist will lead transportation planning and modeling for the Emirate, updating strategic plans, KPI targets, and coordinating rights-of-way with authorities. The role ensures the Dubai Transport Planning Model and related manuals are maintained and issued, while providing rigorous technical reviews.

Key responsibilities

• Develop and update strategic and five-year transport plans aligned with urban development, economic forecasts and budget scenarios.
• Determine rights-of-way requirements and coordinate with relevant authorities to reserve or freeze them.
• Set and monitor public transport share KPI targets in collaboration with agencies.
• Identify and prioritize strategic road and transport infrastructure projects and annual budgets.
• Maintain and enhance the Dubai Transport Planning Model and its technical manual, issuing updates to internal and external users.
• Provide technical support, training and review of strategic transportation projects for authority entities and external partners.
• Maintain planning datasets, support urban studies promoting mass and sustainable mobility, and strengthen coordination mechanisms with stakeholders.

Required profile

• Bachelor’s or Master’s degree in Engineering, Transportation Engineering, Civil Engineering, Urban/Transport Planning, Transport Economics or Data Analytics.
• 9+ years of experience with a Master’s (11+ years with a Bachelor’s).
• Proven experience in project management (PMP or PRINCE2).
• Strong background in transport modeling, analytics and KPI performance monitoring.
• Experience coordinating with multiple authorities and preparing technical reports.
