Health Safety Environment Officer

About the role

The Health Safety Environment (HSE) Officer will represent the developer on site, overseeing health, safety and environmental performance of main contractors and subcontractors across multiple construction projects in Dubai.

Key responsibilities

• Carry out regular site inspections and audits on active construction projects.
• Monitor contractor compliance with the company’s HSE plan and UAE regulations.
• Review contractor method statements, risk assessments and HSE documentation.
• Identify unsafe acts, raise non‑conformances and ensure closure.
• Investigate incidents and near misses, determine root causes and recommend corrective actions.
• Run toolbox talks, HSE inductions and awareness campaigns.
• Prepare weekly and monthly HSE reports and maintain site statistics.
• Liaise with Dubai Municipality, Civil Defence and other authorities during inspections.
• Support emergency preparedness, including drills and site emergency plans.
• Promote a positive safety culture among contractors, consultants and the project team.

Required profile

• Fluent in Arabic and English (written and spoken).
• Jordanian nationals preferred.
• Bachelor’s degree or diploma in Engineering, Occupational Health and Safety or related field.
• NEBOSH International General Certificate (or equivalent) – essential.
• IOSH Managing Safely or OSHA certification – advantage.
• 3‑5 years of HSE experience on construction projects, preferably in the UAE.
• Experience on high‑rise residential or mixed‑use developments preferred.
• Good knowledge of UAE HSE regulations and local authority requirements.
• Strong reporting skills and confident use of MS Office.
• Valid UAE driving licence – advantage.
