HSE Engineer – Construction Safety Lead

About the role

Azizi Developments is seeking an experienced HSE Engineer to lead health, safety and environmental initiatives across high‑rise tower construction projects in Dubai. You will ensure compliance with UAE regulations, company policies and industry best practices from design through handover.

Key responsibilities

• Implement and monitor the project HSE Management System, plans and procedures on site.
• Conduct regular site inspections, audits and toolbox talks to identify and mitigate hazards.
• Investigate incidents, near‑misses and accidents; prepare root‑cause analysis and corrective‑action reports.
• Review and enforce permit‑to‑work systems for hot work, work at height, confined spaces and lifting operations.
• Monitor contractor and subcontractor HSE performance and compliance with project‑specific safety plans.
• Coordinate with Dubai Municipality, Trakhees, Civil Defence and other regulatory authorities on inspections and approvals.
• Maintain HSE documentation, statistics and KPI reporting for management review.
• Deliver HSE inductions, training sessions and awareness programmes for site personnel.
• Oversee emergency preparedness, drills and evacuation procedures.
• Ensure proper use of PPE, safe scaffolding, crane operations and fall‑protection systems on high‑rise structures.

Required profile

• Bachelor’s degree in Engineering, Occupational Health & Safety or a related field.
• NEBOSH IGC certification (mandatory) and preferably IOSH Managing Safely or OSHA 30.
• Minimum 5–8 years of HSE experience in construction, especially high‑rise tower projects in Dubai/UAE.
• Strong knowledge of UAE HSE regulations, Dubai Municipality codes, Trakhees and Estidama requirements.
• Prior experience with consultancy or supervision firms is strongly preferred.
