Island Manager – Offshore Project

About the role

Penspen is seeking an experienced Island Manager to lead all activities on an offshore island for a PMC project in the UAE. The role combines site construction management with strong leadership of project execution and stakeholder interfaces.

Key responsibilities

• Coordinate and communicate with EPC contractors, drilling, logistics, IPMT projects and support teams.
• Act as Incident Commander, managing integrated ERP systems for emergency preparedness and equipment readiness.
• Oversee safe operation of the island accommodation camp and utilities (RO, STP, DEG, HVAC, chillers, fresh‑water system).
• Ensure welfare compliance through audits and meetings.
• Manage space allocation, traffic flow and marine logistics on the island.
• Coordinate medical emergency response.
• Implement HSE programs, waste management and harbour/materials handling.
• Provide strategic leadership for all departments and project package teams via SIMOPS.
• Plan and optimise manpower, equipment and material resources.
• Maintain regulatory compliance and operational excellence.
• Conduct daily coordination meetings and serve as primary liaison with headquarters.

Required profile

• Bachelor’s degree in Marine Engineering or related discipline.
• Minimum 20 + years experience in island management for offshore oil & gas.
• At least 5 + years in a similar senior role.
• Proven experience with ADNOC or comparable major Middle‑East operators.
• Strong background in offshore facility management, logistics and EPC/PMC projects.
