Lead Construction Engineer - Offshore

About the role

Penspen is seeking an experienced Lead Construction Engineer to direct offshore construction activities for a high‑profile PMC project in the UAE. The role involves managing multidisciplinary teams, ensuring safe and timely delivery of offshore facilities, and providing technical guidance throughout the project lifecycle.

Key responsibilities

• Lead and manage offshore construction teams, including engineers, supervisors, and subcontractors.
• Oversee installation, hookup, and commissioning of platforms, pipelines, and subsea structures.
• Ensure construction aligns with schedules, budgets, and technical specifications.
• Provide technical guidance to resolve construction challenges and uphold engineering standards.
• Review and approve construction drawings, procedures, and method statements.
• Deliver FEED constructability reviews and reports for offshore scopes.
• Enforce strict HSE compliance during all offshore operations.
• Conduct risk assessments and implement mitigation strategies for high‑risk activities.
• Collaborate with project managers, design engineers, and client representatives.
• Facilitate daily briefings, progress reviews, and reporting to senior management.
• Develop and implement hookup strategies and offshore construction plans.
• Monitor progress and adjust plans to address delays or unforeseen issues.

Required profile

• Bachelor’s degree in Civil, Mechanical or related engineering discipline.
• 15‑20+ years of offshore oil and gas construction experience, preferably in EPC environments.
• Proven experience in FEED, detailed design, SIMOPS and construction optimisation.
• Strong leadership, problem‑solving and communication abilities.
• Familiarity with regional regulations and offshore construction practices.
• PMC experience preferred; prior work on ADNOC offshore projects is an advantage.
