Learning and Development Manager

About the role

Liwa Trading Enterprises is looking for an experienced and strategic Learning and Development Manager to lead performance management, learning initiatives, succession planning and process management. The role will shape a high-performance culture and ensure the people strategy aligns with business objectives.

Key responsibilities

• Define and implement L&D strategies, plans and policies aligned with the organization’s strategic plan.
• Manage budgets, vendor relationships and negotiate contracts for learning solutions.
• Conduct annual training needs analysis (TNA) and track learning budgets.
• Design and deliver high-quality behavioural and action-learning programmes for all employees.
• Lead the development and execution of the staff performance management strategy, including KPI framework and performance appraisal cycles.
• Design and facilitate change-management programmes to support cultural and organisational improvement.
• Establish competency metrics for each role and map individual performance against them.
• Develop and run workshops and training sessions on performance management systems for middle-to-senior managers.
• Review and continuously improve existing performance management and staff development processes.

Required profile

• Minimum 8 years of experience in learning and development, performance management or related HR functions.
• Proven ability to design and execute strategic L&D programmes and succession planning.
• Strong stakeholder management and change-management capabilities.
• Excellent analytical skills to assess training impact and define competency frameworks.
• Leadership experience with a track record of driving high-performance cultures.
