PMC Procurement Manager (SPB) – Energy Projects

About the role

This senior position leads procurement for large‑scale offshore oil and gas projects in the Middle East, developing strategies, managing supplier relationships and ensuring timely delivery of critical equipment.

Key responsibilities

• Develop and implement overall project procurement strategy aligned with execution schedules.
• Prepare and issue RFQs, RFPs, and tender packages; lead technical and commercial bid evaluations.
• Negotiate contracts, recommend awards and manage purchase order issuance.
• Identify long‑lead items, track critical deliveries and coordinate expediting to avoid delays.
• Monitor supplier performance, resolve commercial issues and ensure compliance with budgets and project milestones.

Required profile

• Bachelor’s degree in engineering or supply chain.
• Minimum 20 years procurement experience in oil & gas, preferably on ADNOC offshore projects.
• Strong background in detailed design engineering for offshore facilities (topsides, jackets, modules, platforms).
• Proven ability to work in fast‑paced EPC/EPCM/PMC environments on multi‑billion‑dollar projects.

Required skills

• Procurement planning, RFQ/RFP preparation, bid evaluation and contract negotiation.
• Vendor pre‑qualification, capability assessment and performance monitoring.
• Knowledge of international codes and standards: ISA, IEC, API, NFPA and ADNOC engineering standards.
• Coordination with multidisciplinary engineering, vendor and client teams.
