Principal Transport Planner

About the role

Parsons is seeking a Principal Transport Planner with at least 10 years of consultancy experience to lead multi‑modal infrastructure schemes in Dubai. The role combines rail, metro and BRT master‑planning with road and active‑transport integration.

Key responsibilities

• Lead technical delivery of large‑scale railway, metro, light rail and BRT master‑planning schemes, ensuring integration with road and active‑transport networks.
• Oversee rail operations planning, timetable analysis, line capacity assessments and network planning for heavy rail or mass‑transit systems.
• Guide transport modelling, strategic demand forecasting and interpretation of travel‑demand model outputs for highway modifications and TOD projects.
• Manage client and stakeholder relationships with municipal authorities, highway departments and private developers to secure scheme approvals.
• Lead commercial bid preparation, define project scopes, manage budgets and allocate resources for transport planning tenders.
• Mentor and supervise junior planners and engineers across rail, highways and micro‑simulation disciplines.

Required profile

• Minimum 10 years of transport planning experience in an engineering consultancy, with 3–5 years focused on rail, metro or mass public transit.
• Bachelor’s or Master’s degree in Civil Engineering, Transport Planning, Highway Engineering, Urban/Regional Planning or a related quantitative field.
• Chartered status or active membership with a recognised professional body (e.g., CIHT, TPS, ICE).

Required skills

• Expertise in multi‑modal scheme leadership and integration of rail, road and active‑transport designs.
• Proficiency with industry‑standard software: VISUM, CUBE, EMME (rail/transit) and VISSIM, AIMSUN, Synchro (roads/intersections).
• Strong knowledge of Transit‑Oriented Development (TOD), Traffic Impact Assessments (TIA), traffic calming measures and Non‑Motorized Transport (NMT) design.
• Experience in strategic demand forecasting, transport modelling and capacity analysis.
