Procurement Manager (UAE National)

About the role

A consultancy is supporting a leading organization in the UAE in appointing a Procurement Manager (UAE National) to oversee and drive strategic procurement across large-scale projects and operational needs. The role suits a commercially driven professional with strong experience in contracts management, vendor negotiations and supply chain governance in EPC, utilities, infrastructure or energy.

Key responsibilities

• Develop and implement procurement strategies aligned with business and project objectives
• Lead the end-to-end procurement cycle: sourcing, RFQs/RFPs, bid evaluation, negotiation and contract award
• Manage supplier prequalification, performance evaluation and vendor relationships
• Negotiate commercial terms such as pricing, delivery schedules, warranties, LDs and risk allocation
• Ensure compliance with procurement policies, governance frameworks and UAE regulatory requirements
• Oversee subcontract agreements, service contracts and long-term supply arrangements
• Identify cost-saving opportunities and optimise total cost of ownership
• Collaborate with Engineering, Commercial, Finance and Project teams
• Monitor procurement KPIs and reporting, support tendering and give commercial input during bid preparation

Required profile

• UAE National (Emirati)
• Bachelor's degree in Engineering, Supply Chain, Business Administration or a related field
• 8-15+ years of procurement experience, including at least 2-4 years of managerial experience
• Proven experience in EPC, infrastructure, utilities, oil & gas or large-scale project environments
• Strong leadership and stakeholder management skills

Required skills

• Contract negotiation and subcontract management
• Knowledge of FIDIC and contract risk principles preferred
• Experience with ERP systems (SAP preferred)
