Program Manager – Metro & Rail Infrastructure

About the role

The Program Manager will lead the planning, design and execution of the Gold Line Metro portfolio, ensuring alignment with Dubai and RTA strategic objectives and delivery by 2032. This senior position combines strategic advisory duties with hands‑on program oversight across civil, MEP, systems and infrastructure works.

Key responsibilities

• Advise the Director and CEO on portfolio priorities, benefits realization and alignment with RTA governance and Dubai’s urban development frameworks.
• Oversee program‑level design integration, sustainability requirements, cost‑efficient solutions and adherence to approved schedules.
• Monitor milestones, budgets, risks and resource utilization; prepare progress reports and recommend corrective actions.
• Manage testing, commissioning, certification and final documentation, including as‑built drawings and O&M manuals.
• Champion digital transformation by embedding BIM, GIS and AI‑enabled project tracking tools into design and commercial governance.

Required profile

• Bachelor’s or Master’s degree in Civil Engineering, Architecture, Project Management, Construction Management or Infrastructure Planning.
• Minimum 15 years of experience, including at least 13 years in program management and 5 years with government agencies.
• Professional certifications: PgMP, PMP and recognized Agile Project Management credentials.
