Project Controls Director / Manager - Rail

About the role

Mace is recruiting a Project Controls Director / Project Controls Manager for a rail programme in the UAE. The role leads the integrated schedule, cost, risk, change, progress, forecasting and performance reporting, and sets up the PMO and project controls framework that underpins successful programme outcomes.

Key responsibilities

• Lead the development and implementation of integrated PMO and project controls frameworks, providing structure, governance and insight.
• Direct planning, cost, risk, change, progress and performance management so there is a consistent view of delivery across the project lifecycle.
• Establish and maintain programme baselines, performance measurement systems and forecasting processes.
• Provide strategic reporting, analysis and decision support to clients and programme leadership.
• Coordinate project controls activities across clients, consultants, contractors and delivery partners, aligning objectives, data and reporting standards.
• Lead and develop high-performing PMO and project controls teams.
• Embed assurance, governance and control processes that promote accountability and compliance.
• Contribute to the net zero carbon transition by proactively identifying and managing carbon emissions and reductions.

Required profile

• Degree or equivalent professional experience in the applicable discipline.
• Demonstrated experience on rail, metro, high-speed rail or comparable major infrastructure programmes.
• Strong client-facing, analytical, written communication and multidisciplinary coordination skills.
• Knowledge of relevant delivery processes, standards, systems and governance.
• Professional membership, chartership or specialist certification preferred; UAE or wider GCC experience is advantageous but not a substitute for technical competence.
