Project Controls Manager – Rail Systems

About the role

Parsons is seeking an experienced Project Controls Manager to lead planning, scheduling, risk and cost control activities for a major rail system project in Abu Dhabi, UAE. The role involves overseeing the full spectrum of project controls to ensure timely and cost‑effective delivery.

Key responsibilities

• Lead planning and scheduling, progress measurement, risk management, cost control and change management for the rail project.
• Guide and support planning & risk staff, interface with clients, and represent the project in regular meetings.
• Develop, implement and maintain project controls processes, procedures, systems and tools, ensuring compliance.
• Set up and manage Primavera P6 for program management across all stakeholders.
• Prepare integrated master program and formal progress reports for client and project.
• Facilitate project controls workshops, resolve contractors’ control issues, and review claims and extension‑of‑time requests.
• Analyse contractors’ programmes against contractual requirements and assess impacts of design and construction changes.
• Coordinate execution of project risk management throughout the project lifecycle.

Required profile

• Bachelor’s degree in Civil or Mechanical Engineering, or Construction Management.
• Minimum 15 years of experience in planning, scheduling, cost control, quantitative schedule risk analysis and EOT claims on rail projects, preferably high‑speed rail.
• Proven ability to lead multidisciplinary project controls teams and interact with clients and stakeholders.
