Senior Officer - Strategic Sourcing

About the role

ADNOC Group is hiring a Senior Officer for Strategic Sourcing in Abu Dhabi. The role covers day-to-day category management for strategic, high-value and business-critical categories, building cross-functional teams of 10 to 30 people and applying category management procedures to develop and run Category Management strategies. It also handles the full tender and framework agreement cycle, from request to award.

Key responsibilities

• Establish Integrated Category Management Teams and implement Category Strategies that generate value and financial savings, after agreeing them with stakeholders
• Analyse historical spend, forecast demand, review inventory and refresh the category spend map, and build 12-month and 5-year sector strategies
• Lead product segmentation, simplification and standardisation of technical specifications, and analyse market and supplier data with the Market Intelligence team
• Select sourcing levers such as specification rationalisation, standardisation, substitution and volume bundling, using tools such as Kraljic matrix, Porter's Five Forces and Purchasing Chessboard
• Develop contracting strategies (calls for tenders, framework agreements, long-term contracts, strategic partnerships) and define evaluation criteria based on Total Cost of Ownership and ICV
• Manage the tender process: express of interest and prequalification, Requests for Tenders, bid evaluation, negotiation strategy, award recommendation and contract award
• Support commercial negotiations, prepare award recommendations, and monitor supplier performance during execution
• Contribute to planning, pre-tender reviews and tendering in Ariba, and support the issuance of framework agreements and work orders
