Senior Strategy Manager – Government Entity (UAE)

About the role

Talent Tide is partnering with a leading Dubai government entity to recruit a Senior Strategy Manager (Emirati). The role will lead strategic planning initiatives, drive institutional excellence, and ensure alignment with government priorities and future‑focused objectives.

Key responsibilities

• Lead the development and execution of strategic plans aligned with the government vision.
• Translate strategy into actionable operational plans and measurable outcomes.
• Oversee strategic projects, ensuring delivery within scope, timeline, and budget.
• Develop and monitor KPIs/KRIs to drive performance and decision‑making.
• Conduct research and future‑foresight studies to identify trends and opportunities.
• Drive institutional excellence and continuous‑improvement initiatives.
• Support digital and organisational transformation programmes.
• Collaborate with internal and external stakeholders, including other government entities.
• Lead, mentor, and develop high‑performing teams.

Required profile

• Bachelor's degree in Business Administration, Public Administration, Strategic Planning, or a related field.
• Minimum 11 + years of experience in strategy, planning, or a related discipline.
• Strong background in strategic planning, performance management, and project delivery.
• Experience in government or large complex organisations is preferred.
• Proven leadership and stakeholder‑management capabilities.
• Familiarity with strategic frameworks such as SWOT, PESTEL, and scenario planning.
