Technology Governance & Strategy Manager

About the role

A leading digital bank is hiring a Technology Governance & Strategy Manager, advertised by Envision Employment Solutions. The role builds a single layer of oversight that makes technology spend and vendor performance accountable end to end, owns the technology budget on behalf of the CTO, and sets the discipline behind every vendor contract, SLA and dollar spent on external engineering, platforms or hosting. The workplace is on site.

Key responsibilities

• Establish a single oversight layer for technology, embedding governance discipline and strengthening vendor control across all technology spend
• Own the end-to-end vendor governance lifecycle, including performance monitoring
• Design and run a formal vendor performance management framework, including SLA/KPI definition, scorecarding, quarterly business reviews and escalation protocols
• Maintain a single source of truth for vendor inventory, contractual commitments and dependency mapping
• Produce executive-level technology governance and performance reporting
• Own the technology budget on behalf of the CTO, tracking and reporting against budget for T&M engineering, platform licensing and infrastructure hosting
• Model and track cost trajectories, running rate benchmarking, utilization reviews and scope rationalization to optimize costs without compromising delivery
• Partner with Finance on capex/opex classification of vendor spend and licensing commitments, and maintain rolling forecasts of vendor spend for budget planning and board reporting

Required profile

• 7 to 12 years in technology governance or vendor/sourcing management, including at least 3 to 4 years in a regulated institution
• Direct experience managing technology vendor relationships at scale
• Desirable: some exposure to a build or launch phase, not just steady-state setups

• Financial modeling literacy, able to build and defend multi-year cost comparisons
• Precision in written and verbal reporting
